Luckily, the Willoughby State Forest is easy to get to from State Routes 5 and 5A . It’s bisected by Lake Willoughby with Mount Hor and Mount Pisgah on either side. The highest peak you’ll find here is Bald mountain which is 3315 feet in elevation.
